[IRCA] WGBW-1590 DX test

At 2:06 EDT, after more than an hour of tantalizing sporadic and super-weak clarinet music, Pied Piper music and brief test tones, a tone ended, followed by a voice ID.  Weak but readable.  Heard only once before, on 8-8-75, signing off at sunset.
