[IRCA] TP's for 08/29/11

Started listening this morning at 1304 utc.  Radio Rossii 180 & 234 kHz 
were gone. 153, 189 & 279 had good signals.  209 kHz managed threshold audio
for a few seconds,  Mongolia is the only country listed in PALS for this
frequency.   Only 4 MW's had audio.

675     Vietnam? 1308 very weak with music.
828      Japan, 1310 fair with man in Japanese.
891      Australia? 1324 woman in unknown language.  
1566    Republic of Korea, HLAZ 1320 very weak.
