[IRCA] KPAM 860 & KKOV 1550 were off 08/23/11

Local stations KPAM 860 & KKOV 1550 were off early morning
08/23/11 for maintenance.  They both return to the air at 4:00 A.M. 
PDT.  Information from the Portland PDX forum.
