This sounds like an image from WWV 15000 kHz.  Some receivers have internal flaws that produce "false" signals from strong stations at 2x the receiver's i.f. frequency from the actual signal.   14092 is approximately 910 kHz below 15000, 910=2x455, and 455 kHz is a very common if. frequency for receivers.  



The programming you described fits WWV perfectly.  Next time you hear it, try tuning to 15000 to see if you can hear the same thing.

Two evenings in a row I have been listening to an unidentified time signal station on 14092 khz.  Second pulses and varying frequency beeps. English. "At the tone it will be ____ Coordinated Universal Time.  BEEP! Occasional marine weather forecast (I thought I heard "North Pacific weather" and GPS status update "Unusual until further notice".  Very hard to listen to. SINPO as bad as 12121 at times.  Any suggestions? (My location is eastern Long Island, New York.)
