[IRCA] Good low band Southern CX

From 03:10 to 03:45 UTC good southern conditions for the lower
band.  On 750khz there were several Latins clobbering WSB and a
good sounding wobbler.  Havn't heard a good wobbler in a while,
so they are still around!
