[IRCA] TP for 21 Mar from Victoria, BC

Not much time this morning, but seems to be a small Japanese opening, mostly above 1240kHz, around 1400UTC....the usual second stringers, though 1323 is missing.   Seemed to have 1269 // 1287 briefly, which is not too common.  1503 barrelling in at 1404UT...
