[IRCA] 1017 UniD

Hi all - Can anyone help me on an EE speaking UniD on 1017? it rose up out of the splatter at 1350+/1, was there for about 2 or 3 minutes, male in EE but a little choppy, and then faded back and the frequency is currently (1404) occupied by a station with what sounds almost like LAm music, accordions or something like them with vocals. This latter station is very strong, and I am waiting for an ID. Korea on 1566 was good this morning as well.
