To Saul's question about ideal DX test times from Wisconsin to Europe;
Nick was right. The time frame being from midnight to 0600 Central time,
closer to midnight would be preferable.
Around European sunrise would be best, but the continent is so large
that the time will never be ideal for everyone.
As for the months, there would be the greatest number of DXpeditions
going on from October to January, especially around Christmas/New Year
vacation time.
It really depends on the conditions, so ideally there could be some
flexibility - for instance, in case of high solar activity, the test
could by postponed by a week, or ran on two different days.
