[IRCA] NE Oregon TPs, Friday

Happened to wake up early enough for a check. 657 had weak/medium level jazz 
at 1220 utc then pop vocal, not sure what the most likely candidate for that 
station is. 738 with poor signal, man and woman, couldn't tell the language.
1710 Seattle Russian poor.
