[IRCA] Two TIS unIDs on 1620 (in PA)

I'm trying to solve two low-power TIS mysteries - both likely from PA on 1620.

Any thoughts are appreciated.

1620 - 27 Feb 2009, 1627 EST – NOAA weather loop for northwest PA features ID for KZZ32 Meadville at 162.475 MHz. Clip at link below.

1620 - 28 Feb 2009, 1650 EST – "Highway Advisory Radio...this is the Penn DOT Traffic Management Center, for information about current roadways visit www.gov.state.pa.us ." Clip at link below.
