[IRCA] TP for 19 Mar from Victoria, BC

Another spotty morning.  The big guns were OK, but a lot of the little guns were
in the small carrier category.   Listened at 1300, 1335 and 1410UT this morning,
and found a bit of a lift on the upper band at 1410, but couldn't stick around
to see if it developed.


pretty darn good audio (all of it understandable by a native speaker, at least
briefly):
