Hi Dennis,
Great detective work! The Russian communities in western Washington seem
fairly well connected, so maybe the Vancouver 1710 kHz Russians got the
pirate idea from the Puget Sound community? I wonder if the programming is the
same, or similar.

My wife and I found the area that the Pirate station on 1710 kHz is
broadcasting from. The broadcasts are in Russian, with classical and opera
being played. The station has a nice signal for 3/4 of a mile, then
the signal starts to fade. On the way back home we were able to hear the
weak fading signal 4 1/2 miles West of the location. The area in Eastern
Vancouver, WA is in a very expensive neighborhood with some areas being
gated. Using the volume control on the Escape radio we kept lowering the
level
and soon were able to get within probably 1/8 mile of the transmitter.
No antennas were seen, only a few satellite dishes. Many huge pine trees
in the area. It reminded me of when some of us at the IRCA Flagstaff
convention tracked down the station with the long wire antenna. We used
the
volume control as a sort of RF control. For instance, the volume was
lowered
and the closer we got to the transmitter site,the louder the audio got. The
volume control was set to six and the signal vanished within 1/8 of a mile
from
the transmitter area. Much like the Seattle area Russian station heard
this
past summer, but not as strong in the signal department.
