Would seem to make more sense to set up a ground based transmitter in
the Dominican republic or somewhere nearby...

I hear from a reliable source a week ago that
a 250kw and 500kw AM transmitter (allegedly built
by Continental [and vintage gear too]) was on the
way to Cuba... ostensibly to be used for jamming.

It (the transmitter) headed to Cuba could be
better put to use for a humanitarian purpose, this
most certainly would be one of them.
