[IRCA] KKEE-1230 update

I don't listen to FM often, but in checking the dial today, KAST FM
99.7 also is FSR and KKEE-1230 is //, so when Air American went bye bye
they just switched over to the FM format. At least an inexpensive way of
doing it.
