[IRCA] TP or not TP; 20 Jan from Victoria

Listened at 1430UT, and couldn't hear 774...it did peak up a little later,
though only to the grumbling level, as did 1386.  1422, 594 and 1503 (//594)
were the only ones above said grumbling level, and 972 delivered a good carrier.
 Things were pretty much gone an hour later.

Guess that solar upset was having an effect.
