[IRCA] TP's for 12/20/09 1450 utc



Listened from 1450 to 1504 utc.  Conditions poor, down from
earlier report this morning.

153    RUSSIA, 1450 weak at best with man in Russian.
279    RUSSIA, 1451 good is music.
774    JAPAN, JOUB NHK2 1453 weak with some splatter.
1575   UNKNOWN, 1503 very weak audio in and out. Thailand or UAE.
