I just checked the NHK website, and the schedule shows the second network silent midnight to 5 am local time (2000-1500 UT) every day (or more correctly, nothing is listed during that time period). Thanks for noticing, Nick. I'm coming out with a new PAL soon, so this change will need to be noted.
