Nope...97.1 in Portland is an LPFM; Frank FM in Portland is on 107.5,and it's under different ownership (Nassau) from 1310.

In general, the "Frank" nickname is used only by Nassau, which operatesonly in the northeast - and has no stations on 97.1, or 1310. So I'mstumped.
