I e-mailed Mauno Ritola in Finland a few minutes of the CD that Pat Martin sent me.  Below is what Mauno wrote back.

so could it be relaying one of these streams:

A Seattle Dxer could check some of these links and see if they match up to the Russian speaking station on 1710 kHz.
