[IRCA] TP for 27 Mar from Victoria, BC

Didn't get to the dials before 1350UT this morning, and already things were
fading; pretty much done by 1400 with occasional bursts of signals. A couple of
tentative Chinese that would have been fun to ID.

pretty darn good audio (at least briefly):

594 JOAK; someone under this may have been DU?
828 JOBB at 1419UT



reasonable audio  at  times during the period (though often battling w/splash or
noise):

774 JOUB at 1355
1134 S.Korea //972 at 1355
1287 JOHR at 1354 woman in JJ




not so reasonable audio, occasional words in splash or noise:

747 JOIB
873 JOGB //828 at 1357
972 HLCA 1540UT
1566 HLAZ with the laughing Chinese lady; definitely a sound that cuts through
the crud
1575 likely VoA


Burbles in the splatter and noise:

639 something DU
936 at 1356UT, Anhui??
1053 100Hz hum
1323 at 1359UT; CRI?  slightly low in frequency


Strongish het, no audio (either undermodulated or ravaged by splatter): 612DU,
792DU, 1098DU
