[IRCA] WAZX-1550 is off the air

Their app for silent STA was accepted for filingon 9/2, due to financial
problems related to the build out of their CP.
They are changing sites and with the change will lose their full time
status, going from 500 watts to 16 watts at night. Day power will remain at 50kw
with a slight change in the day pattern.
