The CRTC has nothing available anymore; many years ago they published  
a nice
directory of Canadian broadcasting stations but those days are long  
gone.

has a link to the official Industry Canada Broadcasting Database which
can be a bit difficult to work with - I import the .dbf files into  
Filemaker
