They're working on it! As you probably know, iBiquity & friends are
currently lobbying the FCC to allow digital power up to 10% of analog
on FM. As to why the AM and FM systems didn't have the same digital
powers from the get go, there are a host of reasons. Suffice it to
say that they are quite different systems technically, on bands with
very different propagation and allocation schemes.
