Individual Commission staff members. Does that mean if you can get more than one Commission staff member to make a statement then that statement is binding on the Commission? If you rely on staff advice or interpretations you do so at your own risk?
So what is the staff there for? I guess if you do what they say you're on your own and they can walk you right into a big fine. Oops; I forgot. They call it a monetary forfeiture This is absolutely ridiculous.
