[IRCA] Electrical QRM question

I once again experienced massive buzzing all around the house. It seemed 
stronger near various things like lights and light switches, etc... and when 
I turned off the main power switch and then turned it back on, the noise 
went away. This happened last time, a few months ago, too, and the same 
trick worked.

My question is - for anyone here who knows about such things - what might be 
going on to cause the QRM, what am I doing when turning the main power off 
and then back on, and most importantly is there anything I should be telling 
my elecrician?
