I had a similar experience when chatting about DX with a station CE,
once. I used to be the PR director at Anderson Speedway, an auto race
track a few miles away. (Then) WAXT 96.7 was broadcasting that nights'
main events live and had a Chief Engineer from one of the Indy area
non-comm FM stations moonlighting to set up the boards, MARTI
transmitter and such and I started talking about FM E-Skip. I then
asked if he's ever gotten any requests for verifications. He answered
"I'd just throw them away. I don't want to get in trouble with the FCC,
that I was broadcasting out of my coverage area." (!) I swear, that is
what the man said!

This didn't happen recently, but while on the phone with Powell, the
story
came to mind...
Back when I was living on my own, after high school, in Connecticut.. I
was
tuning the AM dials and heard a station with very clear call letters,
promos
and etc that very clearly identified the station. They were obviously
operating on day power/pattern.
I called up the station to inquire about how I could get one. I was told
by
the then GM (I think it was the GM) that I would NOT get a QSL because
proving I heard them where they shouldn't be heard could possibly get
them
in trouble"
