First of all, it's KCXL which is 1140 and KCTO 1160.

Secondly, the KCXL and KCTO transmitter sites are 40 miles apart. KCXL is in
the NE part of the city and KCTO is in the SOuth/West part of the site. DId
Copper theives travel 40 miles just to hit those two specific stations?
