[IRCA] WHBC DX Test--date

Willis:

The IRCA's DX Monitor listed the test as Saturday, 3/29/08, 0300-0400 and
dxtests.info has it as Saturday morning (late Friday night), 3-4 a.m.
Eastern Time (0700-0800 UTC).  Seems pretty clear this means that most of
us would be hearing this test early Saturday morning (on the 29th), unless
you lived in Alaska or Hawaii, when it would be Friday night (3/28).

By the way, the rapid Morse code ID I heard was very definitively from WHBC.
