[IRCA] TP on SRF-39 fp barefoot

JOUB 774 Japan heard on the SRF-39 fp barefoot at 1335
ut. Signal was weak and some splatter. Aiming the ultralight
more Southwest bought in a better signal, knock down some of
the KOH splatter. Woman in Japanese.
