[IRCA] TPs for 21 Feb 2008

Pretty similar reception to yesterday here in southern Alberta.    Audio 
from Japan on the same quartet as yesterday (693,747,774,828), and 
joined today by 567 and 594.  Several other "almost audio" carriers.   
The carriers further up the dial were a bit stronger today, but still 
not quite to audio level (though 1242 and 1287 were close at times).
