[IRCA] Revised UltraLight "Firsts" List



As you will note, giving Colin Newell belated but very appropriate 
credit for the first reception of RVC on Nov 28th (from Victoria, BC) 
caused some receptions, previously thought to be Firsts to be 
deleted. There were several changes and editions, too, when we 
adopted the official IRCA Country List and its definition of 
continents for this list.  If I've further errors or omissions, 
please do speak up!
