[IRCA] TPs for 21 Dec

A check at 1530UT  revealed another not too exciting morning (774 
wasn't particularly good, practically a first this season), but a 
couple of DU's snuck in there....and 612 was the strongest signal at 
dawn according to the propagation monitor

Asian unless indicated otherwise:


Darn good audio, if briefly:  none

Reasonable audio  (though often battling w/splash):  612 DU

Not so reasonable audio, occasional words in splash or noise: 567 576 
DU, 594, 828, 1566

Burbles in the splatter:  684 DU, might have been //612, but hard to 
get them fading in at the same time; 747

strong carrier, no audio:   1098 DU, 1242
