[IRCA] Help with antenna identification

Hi Folks,
I recently moved into a new place and have an antenna which was previously mounted on the roof. I was wondering if anyone could help me in identifying what type it is and what it is used for. Maybe the frequency spectrum it's used for also.  See the links below.  I'll admit, I'm primarily 0-30 MHz guy, hi.
