[IRCA] Checking JOUB

Took Pat's advice and tried for TPs around 0740 UT this morning.  Found
JOUB with a nice decent signal in Spanish no less.  Usual hets but no
other audio, checked.
back at 1345 UT and JOUB still there but not near as good a signal.
Nothing else noted.  Very disappointing October here.  Probably too much
neighborhood QRN.
