[IRCA] DX alert - WXXI 1370 Rochester NY off air

Not just yet - but we'll be silent overnight tonight (7-8 Oct) to fix a 
problem with the phasor that had us on night pattern all day today.

WXXI will go off sometime after midnight, and will be back in time for 
Morning Edition at 5 AM.
