[IRCA] an "in" at WBAL

I think I may have an "in" at WBAL.  As soon as I confirm his email 
address, I will post it on the various email list.  I finally spoke with 
someone on the phone and he seemed concerned about IBOC at night 
interfering with WBAL. We might get some traction here.
