With regard to #1, see my other email about the station in Soquel CA. And before Paul Walker corrects me, they are now KYAA. If I knew their email address, I would let them know.

The two categories of interference that have the potential to actually
bring about change are:
1. Interference TO a local station's groundwave signal within its
protected contour and within its home sales market. (The KFBK-vs-KXPA
example several NW DXers have noted in the last few days is a good
example of this.)
2. Interference to a Canadian signal within its protected contour from
an adjacent-channel US signal. (The best example so far is WTIC on 1080
impinging on CBA 1070; alas, CBA is headed over to FM soon, so this
problem will go away in practice, if not in theory.)
Any other category of interference may be annoying as heck to DXers and
even to "real" listeners, and may even damage revenue for affected
stations (think WSM and the Grand Ole Opry), but the affected stations
will have a heck of a time winning any kind of legal action.
