Since I kicked up some of the ruckus, maybe I can be of service to the next
DX test coordinator, should one step up.
In future, I can receive cassettes and clips and write up veries via e-mail
or hard-copy letters, but only as an adjunct to a DX test coordinator.
Then point is, if such a coordinator is delegated authority by the testing
station and can delegate authority to me, I can:
1. Listen to cassettes or .mp3 or .wav files of the testing station.
2. Issue at own-expense a letter or e-mail that verifies the reception.
The usual military practice is to have an underling write the letter and
sing it with his/her name, preceded by the phrase "By Authority."
