That's my point.  Salem paid BIG BUCKs for the C1 that they Downgraded -- to C3 and moved to Portland.  All of the new "Low Band FM" channels would be clear and could be moved.   If a company -- Like New Northwest could "tranfer" all of their "Daytime AM" stations over to a new FM band --- even if no one had a receiver -- the increased value -- in just an un-built CP -- would bring Millions upon sale.   New Northwest is like all other big broadcasters.   They have huge amounts of debt to pay off.
