Stations that have the radials stolen -- should notify the local Police, FBI, and FCC. Then replace the system -- as authorized. Same size and length wire. Then the engineer might be required to file a new 302. At this point -- there has been no FCC "Notice" on how to handle this type of thing -- . It's a "gray area". But -- never is it allowed to add or modify a tower or ground system -- without prior FCC approval. Any such "modification" that alters the stations coverage -- is illegal. Just adding an extra copper screen -- in place of some broken ground wires --- could alter the coverage.
