Yes it is. You can also use "screen" instead of
radials. And you don't want to use copper. Stealing
copper is an epidemic now. A few enterprising souls
met their end trying to steal from the power company
and taking high voltage wire that had potential on
them. 

I think the question asked them at the Pearly
Gates....was 

"You were doing WHAT?"
