If you get the "soft" DX Monitor in text form delivered to your 
mailbox (presumably because you've paid for it, hi), then you're a 
full member, Bob, and you have a vote in the club elections.

Please note that only the .txt file had the ballot; the pdf file 
which you  can download doesn't have the ballot.
