[IRCA] The WSME transmitter

Point is that FCC can't license the transmitter to a military base. But
I guess they can license the station to MCB Camp LeJeune. It's just that
without base commander's authorization, the station simply cannot be
aboard the base. The includes the studios, too, although the FCC wouldn't
concern itself with the studios.
