[IRCA] Radio Pinoy USA...in NYC?

I saw a link to this radio station while checking out the website for a
radio network in the Phillipines.

http://www.radiopinoyusa.com/program_sked.php
The site implies it is a broadcast station in NY/NJ, but the website only
gives an indication you can listen live online.

Plus, their "call letters" belong to 1410 in Elgin, IL.

Any ideas?
