[IRCA] 1053 open carrier

Nick,

Recent reception of 1053 are of an open carrier and weak audio sometimes underneath.  The carrier has been strong the last few weeks.  In fact it is usually in when other Asian stations are at lower carrier levels.

Maybe the DPR Korea stations audio is not that good and the South feels that an open carrier is good enough.  The North's station on 657 has been having a hum to its carrier recently.  With the state of the North's economy they might not have the money to service their transmitters?
