One thing I would add is to try putting the code at 5KHz audio.  That way it
could be received just like a CW signal spaced +/- 5KHz from the nominal
carrier frequency.  This was done on a test I ran decades ago and it put the
morse right out in a very clear split frequency.  I'd bet that putting it up
there would render it pretty much inaudible on a normal consumer radio.

I am also slowly looking at a hardware modification for a selected type of
transmitter.  This would alternate the carrier frequency +/- 10 or 15Hz from
nominal at a selected rate, maybe once every 2-3 seconds.  It would be
totally inaudible to a normal listener, yet easily detected on Spectran or
similar software.  It's obviously not for the average station, and would not
work with an IBOC station that needed precise carrier control.
