The FCC only goes through the process of gathering comments, etc to pretend they are interested.  It's a sham.  They do what they want to do.  I am sure the small time stations know this and probably don't even bother anymore.  Having watched amateur proceedings for years, it's really a waste of time.  They have an agenda and facts and/or public opinion don't get in their way.
