[IRCA] TPs for 3-12

I did the first band scan from 1303-1335 UT and only heard carriers on 594, 774, 963 and 972.  But I did the 2nd scan from 1340-1353 and heard these carriers 558, 567, 594, 648, 666, 693, 747, 774, 963, 972, 1008, 1044, 1548 and 1566.  No audio was heard and all carriers were very weak.
