[IRCA] VOA 648

Nick,

That was my first guess, VOA 648. Heard many times last fall.The audio was weak and rose up briefly.  On 09-26-06 VOA was heard here fair in Korean at 1320 ut.  It was probably Korean and not Japanese that I heard this morning.  Was hoping for the low power Japanese station on the frequency. Power-houses from Japan were weak or just carriers at this time, wishful thinking on my part.
