[IRCA] East Coaster with Chinese on 1380 kHz?

I'm listening to an overnight recording of 1380 khz and between 0030 and 
01000 and again at 0130 I'm hearing Chinese (or Korean) talk. The other 
station audible at times is CKLC, Kingston ON.

Can anyone point me in the direction of any station broadcasting in 
Chinese on 1380?
